this is probably and expressions basic, so forgive me.

is there any way to "parent" one end of a line (2-point mask shape) to
the anchor point of a different layer?
i'm not sure how to access a singular maskshape point.

my goal would be to apply stroke to the maskshape layer, and have the line "stretch" to wherever the anchor point goes.
there might be an alternative solution.

There's no way to access mask data from an expression. There used to be a set of effects called Expression Effects (I think) that allowed you to do this, but the author kind of disappeared, and the effects are no longer available.

Of course there are always Dan's Connect the Dots expressions <http://www.reidroberts.com/aeprojects/>. Might not be what you want, but that's the closest thing I can think of.
